You have to check the " I am 13 years of age or older and agree to the terms of service" box.

on the very bottom of the page it has I am 13 years of age and agree to the terms of agreements so you need to check it!

Because you have to be 14 and if the first b-day you put in said you were too young you cant create your account on the same comp even w a different bday because it figures you are the same person. Go to a different comp and makesure you put in your age as 14 or over.
