The country with the most rude people I think would have to be the USA, but that might be based a little bit on population- It's got a lot of people.

What sounds polite in your own language/culture can sound rude when translated into another. A lot of what seems like rudeness is just the difference between cultural expectations.

Example: I heard two young men doing interviews in English the other day. One was English, and approached people by saying: 'Excuse me, would you mind my asking if you are travelling to..?'
The second was French and just baldly said to people: 'Good afternoon, are you going to..?' I longed to tell him that his English was good but his cultural understanding was pretty poor. With the British you have to be very circumspect. I think that Americans could have accepted a bit more directness, as could the French!

But for real French rudeness, you have to go to Paris. The rest of the country is generally very courteous.
