Where is the cheapest site to publish a website?

Don't mind the title. I have a website on free webs, but I have'nt publish it. But I was wondering, I wanted to publish my website but is there any other websites that's more cheaper?

Did you mean you want your free website to show up on search engines? I know there are a few websites to accommodate that - I just forgot what key words you should use to find them. Sometimes it also helps to be specific. If you have an anime website, for example, you could go to Anipike and submit your link directly. (Or we used to be able to do that; I'm not too sure about the system now.)
