The Russian Tsar ordered partial mobilization of his army against Austria-Hungary on July 28th, 1914. He then made a last ditch effort to reconcile things with Kaiser Wilhelm of Germany, much to the dismay of Russia's military staff. Fearing a pre-emptive German attack, they encouraged him to order full mobilization, which he did on July 30th. In response to this, Germany declared war on Russia, and the conflict was officially World War I.
