Shyness is a form of social anxiety... but if you mean the difference between shyness and social anxiety disorder (social phobia) I think it's in degree and maybe how disruptive it is to life?

Dear mh2m,
We typically say that shy people lack confidence as where people who suffer with anxiety are fearful and tend to worry. Both are very different.
