Treasure hunt: Leave little notes with sweet things written on them (it doesnt have to be on paper, you could write it on the bathroom mirror etc..) and a clue on how to find the next one, and the last clue ends up being rose petals spelling out I love you, or go to the beach, write out I love you in the sand, and get a friend to take a picture of you besides it...

go to a place where you and the person have been before (make it memorable and special) and just try to tell them in the sweetest, most sincere, and most romantic way ever. just try not to be too cheesy. I cant really help because I dont know the age of the person you love nor do I know if they're a romantic or not!
