IP addresses don't have to be private really. Lots of websites collect the ip address of every visitor who comes. Wordsteal for example tracks ip addresses so that they can find out if someone is playing with themself on the same computer and letting themselves win for points. IP addresses are only used to refer to a specific computer. You can ban a computer from your website who is spamming if you have their IP. It's just a way to refer to a computer. To find your IP, just search on google, what's my IP.
your IP is your computer's identity on the internet.
basically these days, there isn't much that can be done hacker wise with an IP address unless you aren't running a firewall or Virus software.
another more "official" way of getting your IP address is to go to your CMD prompt, and type in ipconfig
that will give you all you need.
