I'm a Hairstylist of 30 years:
If you hair is of a fine texture, (thin blonde hair) don't do it. It will make it look too stringy on the ends. Razor Cuts are great, for women who have thick hair and want a bedhead types style, or a Bob Style that you want the back to be a little flippy instead of turning under. You should certainly chose a Stylist who is familiar with Razor Cutting and won't just hack up your hair. I've seen these type people working in "The Mall Shops." it's not pretty. Razors are also good for cutting shorter Pixie Styles.
If you do have finer hair, ask the stylist to chop cut the ends with scissors, it will have the same effect, but won't look stringy, or too choppy.
