They're for whoever buys the tickets for those seats! Lol, sometimes they're also for special guests, but anyone can sit there if they pay the huge price for them! (=

Ther for whoever spend the most money to be up close to there favorite idol...no there not for special guests though sometimes depending were they can be but usually there for the people wo pay hundreads more to see the person up closer.
