Use a high wattage light bulb...that will help...don't use an electric blanket, they'll be pecking at it, and it's to close of contact...you can tell if they're too cold, they'll be huddling closer than they regularly do...if they're too hot, they actually pant...wrap a blanket around the sides of the cage, hang the light bulb above...move it up or down depending on how cold or warm the chicks appear to be.
