This is kind of an ethnocentric question, yes? It needs to be more clearly defined. For instance, it might be difficult to make the statement that the US and UK dominated the music scene in, say, the Sudan or Latin America or Southeast Asia. Euro-American music is definitely a dominating force, but only insofar as you are standing in the region in which it has dominated.

US dominates the music scene probably in terms of record sales, although the biggest female recording artist in Europe is Katie Melua, who is Georgian-British.

If you want to talk about quality of music, there has ALWAYS been a very heavy lean towards the UK. Both the bands from there and the bands who are big there are better than the quality here in the US.

The US is known (especially now) for having quite a large rap/hiphop scene, so the UK has a bigger alternative/rock market. A lot of our American bands have found way more fame in the UK and perform there more often.
