Well, there's Curves. It's a woman only gym. But since you're young you may not have the cash for that either.
The best way to gain muscle is by strength exercising. You can use body weight exercises or buy dumbells to use at your house. Running won't put muscle on you.
Another thing, although harder, is to figure out why you don't like people to watch you exercise, and try and deal with that mental block. Let me know how it goes!

running is more of a way to burn fat...try at-home floor excercises or workout tapes. I know exactly the way you feel, today I was working out to a video and my mom insisted on watching me so I had to stop until she would go away. but floor, lifting, or standing-up excercises get you muscle fast if you do it on a regular basis. just do it somewhere private. 



Too afraid...
I'd like to take up jogging/running because I'm underweight and need to gain some healthy muscle weight. But I'm too afraid to jog/run...I don't like people seeing me exercise, and I feel like people are watching me...I live 3 minutes walking distance to...
a mall, so I have no neighborhood-privacy. The whole population of Ohio is surrounded near that darn mall! What can I do to get over this?
