I once saw in a magazine how to tie a scarve to create a beach-dress of sorts. The main part of the scarve went around your front and then your back (booty) to make the "skirt" and then you cross the panels over and tie it behind your neck. It might be a bit too naked for a 13 year old!
It was cute though.
Also - If you can use some big (lizard?) pin perhaps, it can help to "hold" sections of the scarve - which will give you more ideas.
Look at Indian sari - outfits. It is just a huge section of fabric that is wrapped around and tossed over one shoulder.
In the winter, you could wear a sweater and wrap it around your neck several times for a chunky scarve look - it should keep you warm too!
Add another scarve in a contrasting color for more ideas. Put it around a big straw hat to give the hat color.
Just some ideas!

Things to do with a scarf
I have this beautiful scarf my mom gave me. it's a deep blue with little white lizards. it's rayon, and 2 feet wide and 6 feet long. I found some wyas to make it into some cute tops, but what else can I do with it?
