I dont think you can unless you already have one
for example
if you hve pokemon silver, gold or maybe crystal even
the red garados at that lake is a shiny pokemon
then once you have a shiny pokemon you can breed them at the breeding center in silver and gold, either with another of that kind, or a ditto
if you can get a shiny ditto then you can breed it with any other pokemon and they should have a shiny baby pokemon
then you can trade them into ruby or leaf green with the link cable
Theres no easy way. you just look in the grass.I have a blue electrik or whatever it is. The evolution form is then a red brown color. All you have to do is search.
Just keep looking. By chance, I once found a green Marill (that made my day) and it turned yellow when it evolved to Azumarill (totally cool). But I don't know what the odds are of me finding another one. I think it was just luck of the draw, but I suppose you won't get one unless you just keep looking.
