put him somewhere, and tall him to stay. when he moves, put him back there and tell him again to stay. repeat this several times. he'll learn over the course of a couple weeks, unless he's still too young. also, don't forget to reward him with treats, though not every time, or he'll only do it when you have treats for him. good luck.
All dog training happens in "steps"...the first thing you have to do is teach him to SIT...once that's learned you go to DOWN...Keep your expectations in line with his age, and the fact that he wants to follow you...put him in his DOWN, hold your hand flat in front of his face, and say STAY...step back about 2 feet...if he goes to get up, put him down, and repeat...If he stays for even 10 seconds, step back to him and praise...Little by little you'll be able to go further away...Keep that hand up and flat...even if you're 10 feet away...Once you know HE knows what stay means...if he breaks his stay, you haul him back to the exact spot you put him in originally...say STAY and try it again.
In the beginning...ALWAYS back away...do NOT turn your back. It's far easier to train them if you catch them BEFORE they break (the moment you see them "thinking" about getting up..."Nooo...STAY"...using your hand...
