Unfortunately, the only way to lose calf muscle is to not use your calves.
Walking on flat surfaces or without incline is less likely to add muscle bulk. Otherwise, the only way to reduce the size of a muscle is to stop using it.
If your friend walks, jogs or plays soccer she could instead take up swimming or rowing. But if you stop exercising or don't do those activities as often, you are going to lose fitness and muscle tone and may begin to gain fat.
