It depends where you live - look in the phone book for piercing places so you can call around. When you call them ask for a price and write it down, then from there all you need to do is compare prices from place to place.

it depends on were you go
but lip rings usually cost around $50 each
so about $100 for the two would be a good estimate
you can choose to get either the rings, or the stud with a screw ball or spike
balls with the gems in them will cost extra
