I'm not sure with this...contact your ISP provider.. maybe they can help you... (TIPS: if you are surfing the internet, please close other application that uses internet.., like LIMEWIRE.. )

if you have norton/Macafe Anti virus installed..then it may get slow. Remove that and install nod32(free version). This is a new PC right? so no chance for virus. After that it may get fast.

even if it is a new pc, theres still a chance of a virus. avg is a good antivirus, also spybot, for spyware, always remember to not have two antiviruses running in the background as this can slow the whole pc down. things like google toolbar/yahoo toolbar could still add to the speed..

Talk to your internet provider and see if you could get high speed services.
I don't know how you could avoid those other things you mentioned, but, see if your internet provider could upgrade your conection.

I've actually ran across this while working on a computer with Vista Home.

first thing is first, make sure your primary internet connection is listed as your Default in explorer. this is actually a common problem, where the browser looks for a different network first, then when the timeout happens, finds the "real" network.

Also, try and disabling the Internet Phishing Filter by right clicking on the icon and selecting disable (At the bottom of the IE browser). This is NOT a permanant solution, but if that is the cause of the slowup, could give you something to work with.

check for windows downloading updates in the background, or other programs

try disabling your firewall and trying again. (again, troubleshooting step, NOT to be a permanant solution.)

once you find the problem, your 75% done with the repair :P
