NEVER pierce yourself, especially in an area like your bellybutton.
A girl at my school did that and hit a major vein or somehitng, and it got so infected that she almost died. Her parents were in a lot of trouble with the law,for not taking her to get medical help, when they didnt even know about it anyways.
You NEED to get all your piercings done PROFESSIONALLY.
Secondly,It seems to me like you already know the answer to this question,as you said you took it out because you felt bad.
If he said no,there was probably a good reason for it.
Actually, if she's under 18 and living with her father, it IS his choice.
On most things, this being one of them, you should listen to your parents. They feed you, clothe you, house you, pay all of your bills, and pretty much let you get away with doing nothing. When you're an adult, you can make your own decisions, but for now, you're a child, and you really should respect your parents.

Should I pierce my belly button?
