I don't know if I should cut my hair short like rihanna (bob cut) or let it grow like really long to my hips

umm... to the hips is a bit to long for me. but as long as the hair is at least shoulder length it doesn't really matter

I would go with something that's just past your shoulders. If you're making out with a guy, he's most likely going to run his fingers through your hair, and it would be easier if you had long hair. But I wouldn't let it grow out all the way down to hips. I would say go with something that's inbetween the two different styles.

long short dosent matter to me.

All guys are different, but, in general, I think they just like girls that have hair, though, I'm sure, some like girls who are bald.
If you're wondering what hairstyle to have, you have to go by the shape of your face. A professional can help you with that. Although, if you have a regular oval shaped face, you can get away with about anything.
