Shez right,it can be both..
according to its etymology

Rocky means
1) 'full of rocks,' c.1400, from rock (n.); 'unsteady,' 1737, from rock (v.1). Meaning 'difficult, hard' is recorded from 1873, and may represent a little of both.

2) Diminutive of ROCCO (ROCCO : Italian form of a Germanic name derived from the element hrok meaning 'rest'. This was the name of a 14th-century saint who nursed victims of the plague but eventually contracted the disease himself. He is the patron saint of the sick.)
