My wife made some from scratch & then ordered them printed up online. It wasn't exactly like a rap passport, just cardstock folded & cut to size with the owner info on one flap inside and a bunch of boxes with country names for the kid's to get stamps on.

It didn't take more than an hour or two to make, but the printing service took about a week to deliver the kid's passports.
