Have you ever heard of a doctor giving an infant albuteral for a cough and congestion? She was wheezing... the albuteral helped with that, but will it help with the cough and congestion as well? ANy advice?

I researched it on the internet, and apparently it is okay to use for cough and congestion. The medical site said this 'Airway narrowing leads to shortness of breath, wheezing, cough, and congestion. Albuterol dilates bronchial airways by relaxing the surrounding bronchial muscles.'

does she have asthma?
it helps with the cough because a lot of the time asmatics cough because they're trying to breathe... not just because they're trying to expel mucus...

hmm they may just be covering their bases, I doubt it will hurt her...
and maybe I didnt state it right, but apart from coughing because of mucus (which is present and is a reason to cough), people with asthma will also cough because they're having a hard time breathing...
it's really hard to tell why you're coughing unless you've had to deal with both for a long time, but you kinda learn to tell the difference between when you're coughing to expel mucus, and when you're coughing because you're having trouble breathing... (one obvious way is when you try the inhaler or nebulizer the cough becomes a little better...)
obviously a baby cant tell you, so the drs are probably just trying to be safe...
