Oscar fish moves around when the lights are on only?

my oscar only seems to move around when all the lights are out is this normal ???

It's perfectly normal.

Tiger Oscars can take a while to get used to new lighting.

Plus it's a natural instinct to stay in darker areas to stay away from predators - he could be just feeling exposed which could make him seem so shy.

I usually keep my tank lights off except for a short period of time during the day (maybe 1-2 hours) and during feeding time.

You can try underwater lights to give your aquarium a soft glow as opposed to a glaring fluorescent light: http://www.thatpetpl... . There are also fluorescent bulb tank sleeves available: http://www.thatpetpl...

You might also try colored glass or acrylic under your lights.

Yet another option would be to add floating vegetation or driftwood.
