yes photobucket allows you to upload any type of picture or movie
as long as it doesnt break the law (loli, rape, gore etc.)
also some artwork will be copy written so if you put your name on it you could get a nasty surprise

Can you upload pictures you dont own? Like lets say...A music group or video game picture.
