To wash: Warm water and soft soap (non scented and natural is better).
The white stuff? Could it be cotton balls from your underwear, or toilette paper, or c*m?
If it doesn't come off then you should go see a doctor about it.

It's called smegma and it usually gathers in the foreskin or between labia folds, when you haven't been attentive in washing. Always pull back the foreskin and wash under it. If you don't get rid of it regularly, it can cause adhesions (foreskin sticking to pen*s). It's very important that you clean it. It doesn't smell very nice after a while.
