oh damn.
if that happened to mine I would probably carefully hold him down and put a towel on him and press a little to try to soak some oil off. then get a wet towel and slowly try to stroke some off. then thats really you can do, just let him preen etc, he'll get himself clean after you get the bulk off.

When they clean up wild birds after an oild spill, they use Dawn detergent...diluted...and those birds are soaked to the skin in oil. I'm assuming, Mr. Cockateal swooped into the oil and flew right out (I mean he didn't get "soaked" in it)...maybe using a sponge dipped in Dawn mixed with water, and kind of wiping him down??

dont use dawn, it will ruin the oil coat on the bird. use a milder soap, like a baby soap.

I did some research and this is what I got from the IBRRC (International Bird Rescue reseach Center)...they are the people who go out and rescue oil soaked birds...I'm just going to copy and paste it here...

"Removing Oil From the Feathers

The product found through IBRRC testing to be the most effective at removing oil is Dawn dishwashing liquid.

Once the bird has been approved by the veterinarian to be washed and is moved to the washing area, a team of trained personnel begin the wash procedure. Because the experience is extremely stressful and can result in the death of the bird, only trained staff and volunteers oversee cleaning oiled birds. The bird’s entire body is immersed in a one percent solution of Dawn and warm water (warm enough to approximate the bird’s internal body temperature. Once wet, the bird is unable to thermo regulate) by one person while a second vigorously agitates the water into the bird’s feathers. A WaterPik filled with the same solution is used to clean the head. A soft toothbrush and cotton swabs are used to loosen dried oil around the head and eye area. "

Since your cousin's bird isn't SOAKED...just dampening a sponge with the mixture of Dawn and water and wiping his feathers off will probably do the trick.
