My dad says that I am not his and my mom says that she is 100+% sure that he is our dad. This is the third time he has said that he is not my dad. I dont look like him though can you be 15 and not look like your dad. I am a female too. so I look like my mom. what should I do???

This seems to be more of a relationship issue, yes? In that case - let him know how you feel, etc. If it were my dad making comments like that, I'd feel pretty hurt. Though in all fairness, if there is any question in your mom's head (or his, or yours) you can get a DNA test done to determine paternity, etc. Best of luck.

It really shouldn't matter. He is the dad you grew up with yes? If your mother made a mistake and was with another man then that is in the past. She chose to be with him and have him as your father(which he probably is your biological father). But if you really have to know then get a paternity test. But if the results come back negative, then it may shatter the relationship between the 3 of you.
