Once you shave, your hair will normally grow back in more coarse but you can't speed up the growing process.

Hair does not grow back more coarse, thicker, darker, etc.
It seems that way because naturally, the end of the hair is rounded and soft, but when you shave, you cut it, and so it's rough at the end.
