Yeah you know what, it's actually like 100% effective. The other 2% is just put their so that people can't sue the condom companies if they do get knocked up,
And when they get pregnant, it's because theres holes in the condoms perhaps or some other stuff.
Condoms are safe. Use it. Hope you're not allergic to latex like me.
Actually... its only 56% effective. And that is IF he puts it on right. Inside the condom box there is instructions. And if he doesn't know how to put a condom on he doesn't need to be having sex.
Pregnancy and STD's is a big issue with young teens these days...
The only thing that is a 100% effective is abstinence.
Be safe and try to get more condoms.
Have him wear two if you are still unsure

Is it safe?
My boyfriend and I want to have sex, but my mom won't get me on birth control, and we only have a condom. Will just a condom protect me from getting pregant?
