No, but it NOT good decision making. At that age you do not have the stability, finances, responsibility, or anything else you need to raise a kid - the only thing you have is the gonads and hormones.
PLEASE do not have or raise a kid at that age. It will mess up your lives, and, more importantly, it will mess up your kid's life in ways that you are not equipped to understand.
