How do I find who an ip address belongs to?

More than likely you'll only find out who owns the block. Most ip addresses are dynamic.

The police/courts can determine the address from logs of the block owner if it's really important.

Try entering
tracert 999.999.999.999 at the command prompt to determine who owns the blocks. (You'll see the request traced into their servers close to the end.)
