IT IS DEFINETLY A SCAM!! its called a paper job!! guys use girls over the internet all the time to get to another country, its becoming very popluar and becos some girls are stupid and actually believe them they end up getting hurt. I've met 3 women who have been thru this, the guy charms them and they fall in love, then the girl sends them money and they come and see them becos they "love them so much" then they get married so he gets the papers to stay in the country and then 3 months later you catch him bagging the hot blonde from down the street! dont be stupid, you dont even know this guy and dont believe his lies.

Not a good idea. You have known him less than 5 months. Whether or not this is a scam you should not send him money. He needs to take care of that,it's not your responsibility. People online can be anyone they want to be, they don't have to be themselves. It honestly looks like he wants to run with your money, not you. Dump the chump.
