Being bisexual has to do with openness to gender. You (or your friend) need to decide how important monogamy is, male or female.

and a relationship has only 1 partner...2 people
however if its an open relationship and ALL the people involved are ok with it then thats ok
but if there not then its still considered cheating

Every relationship is different. If you're close together, you won't want to have other dates. If you're just having a bit of fun together, you might both agree to have an Open Relationship, where each one can date other people. But you do need to be clear about it. When you date someone, the presumpton is that you are going to be exclusive with them.

I think a bisexual may want to date a guy and a girl at the same time. Possibly, there may be a relationship going on between the two of them also.

A TRUE bisexual might have a boyfriend, a girlfriend, and/or a couple-friend (a male-female pair that you date as a single entity).
