How do I write a formal statement letter, how do I format it and what do I have to "include" in it. its for my statement to the the city council about my dog being involved in a fight at our property

You just need to write out exactly what happened step by step. Be sure to write out the names of people involved, what was said, and what physically happened. If you can recall, put down when it started and ended as well. If you aren't 100% sure about something, you probley shouldn't write it. Try as hard as you can to back everything up that you say. Pretty much everything that happened in that exact order. Once you did that, read it over a couple of times to make sure you didn't miss anything.
