Fold the paper very carefully and use lots of tape. Form it into a cylendar and then you can use it to blow q-tips through like a 'blow gun'...this can be safe & cheap fun, kind of like a substitute for Nerf.

Just make sure you use it safely, and don't aim at the eyes, face or sensitive areas.
