Depending on what sort of webcam you get, the price varies between about US$10-$100. You can get a reasonably good one for around $30. Some stores to check out are places like Target, Best Buy, Walmart, etc.

Generally, webcams have a USB plug, so they are compatible with most computers, however, many of them require you to install drivers for it (basically, the programme that recognises the webcam and makes it work). So plugging into a public computer (like, at a library or at school) would mean you would need to instal the drivers on that machine, which would require permission from the library/school.

Most webcams have a "save picture" option, so you can take a picture and save it to your pictures folder or wherever else. I'm surprised people even still use floppy discs anymore, most people use USB pen drives now.
