I wouldnt reccomend it
the safest thing (if there ever was one) would be the ear
peircing is a lot more then putting a hole in your skin
it would be a lot easier to save up about 50 bucks and get it dont profesionally
but idf she does no safety pins, no nails, none of that
shell need a surgical steel needle, a little bit bigger than the surgical steel jewelry she should also have
theres veins there, that if hit can do some damage
also self peircings tend to get infected more easily, and have higher healing time
theres also the common possiblity of getting it crooked or in the wrong spot
better to get it done properly
you wouldnt want to get something like that wrong, especially on your face, of all places
self lip piercing is not recommended... it can get infected and you dont want that...
Even though I dont support you doin it to urself but have you seen that one movie The Parent Trap wit Lindsey Lohan and those girls peirce her ear well that looked like a good way to do it with the apple.
The lip can get infected really easily so I would recommend going to a professional.

OK... think just for a moment about what you asked... "How is the safest way to self pierce?"
Now think... hmmm, don't sound too bright now does it? I mean I know by any means I am no rocket scientist, but come on... common sense is golden...
there is no safe way to pierce yourself with out a professional doing it...
Make sure everything is sterilised.
Which is probably not possible for your friend without an autoclave.
So go for semi-sterilised.
Boil the equiptment.
Use some kind of household cleaner to clean down the bench you're using, since you probably dont have hospital grade stuff.
Put down paper towel, and use gloves.
And use a real needle not a safety pin.
Way easier.
It's not that hard, just takes common sense.
To date I've had the following self piercings:
-tongue
-nipple
-tongue web
-ear lobe (00 gauge)
-tragus
-cartilage
-labret
-septum
-bridge
Good luck.
