The tower was built straight, but didn't have proper foundations for the soil its in so started to lean, but ever so slowly and didn't lean far enough that it would fall over. So it was an accident, but continued to lean even more. In the 90's, the lean started getting dangerous and threatening so engineers tried to stop it leaning any further, which they did, but not before they accidentally knocked it and made it lean over more. So, if the engineers have done their job correctly, the tower won't ever fall over.
