girl you should not really worry about it. just be comfortable wit urself and you are not fat at all.
You dont sound fat. Besides personal appearance is not everything. If you worry too much about your appearance you could scare potential friends and bfs/gfs away. But if you are worried about not being in shape or jsut want to start living healthier there is nothing wrong with eating healthier and get active.

I am 13 years old and I am worried about being fat and that stuff, I am short, I have shorts legs, my legs are kinda chubby but not much, my arms too, my abs are not flat but I dont have a big belly. I weight about 95 to 99 lbs. no more than that. how...
do you think I am? fat? or okay? what can I do to get thin legs but eating good??
