um..I've heard of it.
I think its like when you use a lot of description or something like that I'm not positive though.

Loaded language contains connotations meant to lead or mislead observers.

A classic example is the question:

Have you stopped beating your wife?

There is no way to answer this question without looking bad. If you never beat your wife than you would answer "No" which makes it sound like you are still beating her. If you answer "Yes" you are confessing that you beat her at some point.
