I agree, ask your mom. And (if you feel comfortable) talk to him about it, maybe you would have an easier time talking to him about the swearing... He's 9, he shouldn't be swearing up a storm. Have a parent talk to him about it. Just make sure that someone knows that it bugs you... maybe they'll help!
As to the swearing, it is probably his way of getting attention. Someone that he respects needs to talk with him and try to convince him that it isn't cool.
As to looking at you, he is at an age where your development is a curiosity to him. Maybe if you sit down and talk with him and explain to him that it is just part of the way females develop but that it makes you feel uncomfortable for him to keep staring at you, he might understand better and leave you alone.
Remember, he is at an age where he sees that you, being older, gets to do things that he can't and he is probably jealous of you and your greater freedoms.
Communication between you and him is the key.

Gross brother issues
My brother is 9 years old.. and lately he's been swearing like CRAZY. He says it all. Infront of me and my mother. It's horrible. How can I make him stop this gross habit? There is another problem with him, I find it uncomfortable and makes me unhappy...
and makes me want to never go near him. He always stares at my breasts, whenever I talk to him and sometimes for no reason. Sometimes I wear baggy shirts so he doesn't stare. I want to scream at him and make him go away, but I know that won't solve my problems. I don't get along with him, how can I make him a) stop swearing b)stop staring at my private areas.
