Grand theft auto - vice city

I am close to beating the game but not the full 100%, I mean mission wise. I have all of my assets done except the cherry popper, strip club, and Malibu.

I can get those done, but one mission is bothering the crap out of me "The Driver" for the Malibu...

mission where you get the crap car and that weird guy gets the bullet proof saber turbo (I can't do any damage to it, I have tried with a rocket launcher)

And strategy would be a great help, and I also use cheat codes so if you have one for those tell me please.

Oooh. Tough one this. Make sure you have a sub-automatic-machinegun
before you start. As soon as the race begins press R2 to face Hilary and shoot
him! Hope to pop his back tyre as he drives away (you drive too) and as he does
get out of your shooting range, ram the back of his car sideways to make him
spin out of control. Then simply drive round the course with ease as Hilary is
no-where to be seen
