If you do..what do she mean if the fairy said something anbout the arctic wind coming from the Zora River?

haha dude I played that game so much when I was little!! anyway, I searched it a bit, and found this on the internet, hopefully it's what you need:

"Navi will mention that an arctic wind is blowing from Zora's Domain. That is your next destination. Head to Zora's River. When you are near the end of the path, it will begin to snow. When you get inside Zora's Domain, you will find that it has completely frozen over! The King and the shop entrance are frozen solid as well. When you head out to Zora's Fountain, you will find that Jabu-Jabu is no longer there, but a series of ice platforms leading to a cave. That cave is the Ice Cavern, your next dungeon. Be careful of octocroks and make your way towards the cavern."
