It depends who/what they work for. Like any other profession, drug&alcohol counselors can make anywhere from low salaries to very high salaries becaues they can work in a multitute of places: hospitals, free clinics, schools, etc. They can own their own company, be affiliated with organizations and institutions or work for themselves.
