MY understanding is that they are very strict with felons, even misd. (depending on the crime) because of the amount of access that you would have to a persons home and life. I know they wont let you in Florida but I'm only guessing that they have the same type of princeples in Washington. Its not all that wonderful, and its diff. cut throat!!!
