well theres always used clothing stores.If you take the time to look theres some really cute and cheap ones. You also might want to try looking on the enternet but I really think that cheap cute high heels are too good to be true. They might hurt so just look around.

at wetseal they have really cute high heels sometimes they can be expensive but there usual $20 or $25 they always have sales to =]
