If I give my cell phone to a friend and we live in nova scotia and the cell phone is the nova scotia area code and he takes it to pei and I call him and its not long distance for me to call my cell phone because its my area code number will it charge...

long distance to my cell phone still or only if he uses it to call me from there

This is kind of confusing. Are you trying to ask if he takes your phone to somewhere that has a different area code and you call him from a phone in Nova Scotia, will you get long distance charges? Mmm... most likely. If you don't have a plan that incorporates free long distance or a certain amount of roaming minutes then your cell phone is roaming and you get charged long distance. It doesn't matter if the phone you call from has the same area code, it's more or less the location of the phone you're calling.
