Usually if they are wagging it - it means they are happy or mellow. But if it gets to the point where they're stomping their tail on the ground, they are probley mad or frustrated.

If a cat twitches it's tail it is a warning that it is getting mad. It is a warning to back off. Cats are not happy if their tails are flipping back and forth. Read a book on cats. Visit the library. Tons of cat books
