my sis said it means you cant hold like anything when you drink (achohal) so they say to cant even hold water but I don't know thats what my sis said

It usually refers to a lie. When you make up a really weird lie/alibi, people make fun of you by saying "that one can't hold water". That's what I've always heard, anyway. Apparently there are a lot of meanings.

It means the story or image you are trying to portray has bits and pieces that don't add up, don't make sense or contradict themselves. There are holes in the story hence the saying it can't or doesn't hold water.
